tcp: Lower TCP_TAP_FRAMES to 32
Sending 64 frames in a batch looks quite bad when a duplicate ACK
comes right at the beginning of it. Lowering this to 32 doesn't
affect performance noticeably, with 16 the impact is more apparent.
